Developed in partnership with UniSA and local government experts, the Strategic Management Program (SMP) has been designed to increase the skills and capabilities of leaders and managers in local government.
Participants will build high-level leadership and management skills within a local government context, and learn technical skills to manage business functions and enhance innovation, strategic thinking, business acumen and operational excellence.

Join us for the upcoming LG Professionals SA People and Culture Network Forum: Dive into Enterprise Bargaining. Hear from a range of speakers including Jordan Littlefair, Manager People and Culture, Angie-Marie Ross, People and Culture Advisor, Corporate Services, Adelaide Plains Council, City of Onkaparinga and Sue King, Manager People and Culture, Whyalla City Council, who will share their process and challenges faced through enterprise bargaining.
This Forum will be held in person at the Salisbury Hub and via Zoom on Thursday 4 April from 9:30 AM - 12:30 PM.
Different Processes of Enterprise Bargaining
In this session attendees will hear from speakers who hold different organisation perspectives regarding their enterprise bargaining processes, encouraging all to find the right process for their organisations. Through the different case study examples of enterprise bargaining attendees can take away:
Jordan Littlefair Manager People and Culture City of Onkaparinga
City of Onkaparinga has four enterprise agreements spanning over 850 staff. The journey through the past three to four bargaining periods has been one of trust-building; finding ways to improve transparency and communication for the benefit of both the employee and the employer. The process of building trust begins before the bargaining starts, and they partner with the union to train, inform and communicate with their staff. By maintaining a strong relationship with the union and their people, the City of Onkaparinga delivers great results for their staff and their community. Jordan will take attendees through the process touching on successes and challenges felt amid bargaining.
Angie-Marie Ross People and Culture Advisor, Corporate Services Adelaide Plains Council
Adelaide Plains Council - Chief Executive Officer decided to engage an external provider, Norman Waterhouse, to facilitate the Enterprise Bargaining Agreement (EBA) process in 2024. Prior to conducting the EBA process training was provided to the management and staff representatives to ensure all members were clear on the process and expectations during negotiations, this approach was well received by attendees. Adelaide Plains Council has now established two separate EBAs, one indoor and one outdoor. Angie-Marie will share details and how the process is tracking for the organisation.
Premiership Table Workshop
In January, People and Culture Managers and Leaders from across the sector were invited to an informal forum to discuss enterprise bargaining. Attendees had the opportunity to discuss and compare EA wages, which are used to benchmark wage offers, ensuring to remain competitive but also financially responsible. A key agreement of the informal session was to collectively contribute to a sector-wide wages comparison table. In this brief session, we’ll workshop the table and begin to pull it together for the benefit of all councils.
A templated table will be distributed to all registered attendees to fill their organisations data, this data will be used in discussion throughout the workshop.
Evidence for Submission - Case Study Sue King Manager People and Culture Whyalla City Council
When submitting a final Enterprise Agreement (EA) to SAET for approval Councils must ensure they submit all of the associated documented evidence relied upon during the consultation period. In the past, it may have been reasonable to outline the process used during bargaining as part of the submission without any attachments. To have a successful submission and outcome, all consultation documentation used throughout the bargaining process should be attached with the submission to SAET. In this session Sue will be presenting the process of submitting an Enterprise Agreement and what information is required by a Commissioner to ensure an approved Enterprise Agreement.

It's Strategic Planning season – let's share!
The Local Government Act 1999 sets out requirements for councils to have strategic management plans. While there are prescriptive elements, there is also much room for interpretation and accommodating the varying needs of different communities. One of the more prescriptive elements of the legislation is the requirement to review strategic plans within two years of an election, which ends in November this year. That means councils will either be in the process of reviewing their plans or close to adopting updates.
This interactive, facilitated session will invite everyone to share either one 'bit hairy audacious goal' from their strategic plan that will make their community a better place in the future or a big issue their organisation is facing that they're having trouble planning for. Having just heard from Stephen Yarwood about what the future might look like, it will be interesting to compare notes about how our planning trajectories line up (or don't!)

The Management Challenge is a simulation-based team building, learning and networking program using real local government themes—the types of issues that a senior management team in a council would most likely face.
The teams are challenged to respond to a series of tasks in a unique one-day, fast paced, ‘pressure cooker’ environment. Some tasks will require written responses (such as a council report or recommendation document), and some will take the form of role plays or presentations and the teams are also scored on observations of how well they display energy, synergy, effectiveness and creative thinking.

The Plain English movement was designed to cut through the confusing legalese of important documents in an effort to create clear and coherent communication using common, everyday language that is easily understood by the reader. Incorporating Plain English principles into your work will result in less writing time, shorter documents and enhanced readability. Even if your role doesn’t require a lot of writing, how you come across is crucial to your credibility. The ability to write clearly, precisely, powerfully and persuasively is a key skill that enables you to summarise and present ideas, build relationships and gain commitment to action. It can also demonstrate your knowledge, confidence and professionalism. This course uses your own writing examples to demonstrate the use of Plain English principles and persuasive writing techniques.

Project management is something we do every day in local government and it’s an area we should be leaders in. Beyond providing you with essential knowledge and skills to plan, manage and execute projects on time and on budget, this program takes a deeper dive into project management theory and looks at both operational and strategic elements of project management.
